摘 要： 21世纪是学习型的世纪。20世纪90年代以来，学习型组织理论在全球逐步兴起。世界很多企业通过创新管理方式，纷纷建立学习型组织。随着我国电信行业重组改革的深入进行，通信领域的竞争日趋白热化。中国电信湖南分公司在学习型组织创建方面还存在组织学习意愿不强等问题。创建学习型组织将是解决上述问题、赢得竞争优势的有效途径。本文运用学习型组织基本理论、学习型组织构面问卷分析法和PEST环境分析等研究方法对中国电信湖南分公司学习型组织创建现状分析，提出了学习型组织创建体系和实施保障措施，从而提升组织学习力和竞争优势。同时对其他企业创建学习型组织和提升竞争优势也具有理论指导意义和实践参考价值。

Abstract： 21 century is the century of learning. Since the 1990 s, the learning organization theory in global gradually rise. The world many enterprise through the innovation management way, have set up a learning organization. With China's telecom industry of the reform of the restructuring, communications competition becomes increasingly intensified. China telecom human branch in the learning organization to create there will not strong organizational learning, etc. Establishing the learning organization will solve the above problem is to gain a competitive advantage, the effective way. In this paper, the basic theory of learning organization, the learning organization dimensions questionnaire analysis and pest environmental analysis and other methods of China telecom human branch learning organization to create present situation, this paper proposes the learning organization to create system and enforcement guarantee measures, so as to enhance the organization learning and competitive advantage. At the same time for other enterprise establishing the learning organization and enhance the competitive advantage also has theoretical guidance and the practical reference value.
