摘  要
农村公路作为我国路网的重要组成部分之一，对加快农村经济建设，促进城市化进程，均具有巨大的推动作用。近年来，国家大力投资农村公路，建设规模前所未有，但却忽视了整个建设周期的经济性，未能重视后期公路养护和公路使用者的支出。且目前国内研究还仅限于学习和借鉴国外理论，零散无系统性，并没有提出适应于我国自身农村公路建设的全寿命周期相关理论。对于农村公路的相关研究更是严重滞后于高速公路、干线公路。因此，对农村公路经济分析已成为农村公路建设发展中一个亟待研究的课题。
基于此背景，本文运用工程经济学和系统工程等理论，拓展了农村公路全寿命周期成本的范围，并详细剖析了农村公路的三大成本（公路初始建设成本、公路养护成本、公路使用者成本）的构成及计算方法。而后将各种成本的计算公式集成，从全寿命周期角度出发，通过对农村公路全寿命周期成本经济指标的分析，建立了最优决策模型，进行了相应的敏感性分析。最后将该模型应用于陕西省农村公路的建设之中进行实证分析，具有一定的实践意义。这对提升农村公路的养护模式和使用效果，促进农村经济发展，提高农业的生产水平和农民的生活质量起到了重要的推动作用。

Abstract
Rural road as one of the important part of road network in our country, it have great role in speeding up rural economic construction and promoting the process of urbanization. In recent years, it is an unprecedented scale that our country invests lots of capital in rural road construction. But we have overlooked the economy in whole cycle of construction and not concern about road maintenance in later period and road user spending. At the same time, the current domestic research is limited to learn from foreign theories and not has systemic study. The whole life-cycle theory of adapting to our own rural road construction doesn’t form. The other studies of rural road has serious lag in highway and trunk roads. As a result, economic analyses on the rural road have become an urgent study in construction and development.
On the basis of this background, through applying systems engineering economics theory and so on, this article expands the scope of the whole life-cycle cost in rural road and analyzes elaborately the composition of three costs and methods of calculation in rural road (the initial construction cost, the road maintenance cost, the road users cost).Then from the whole life-cycle aspect, by way of analyzing economic indicators of the whole life-cycle cost in rural road and integrating with a great variety of cost computational formulas, the paper establishes the optimal decision-making model and uses the corresponding sensitivity analysis. Finally, the model is used in rural road construction of Shaanxi Province. It will have greatly practical significance. This will play an important role in enhancing the conservation pattern of rural road and the results of using, promoting rural economic development, increasing agricultural production level and improving farmers’ life.
