从 20 世纪 70 年代末至今，在济宁对煤炭大规模的开采已经造成了不同程度
的地面塌陷，形成了大面积的水面，对生态环境、土地利用和居民生活均带来了
很多负面影响。与济宁一样，全国各大资源型城市，如唐山、徐州等，针对已经
形成和可能形成的煤矿塌陷区，也面临着生态恢复、环境整治、景观营造、土地
利用、产业转型等问题。积极开展对塌陷地的整治，既可以对废弃地重新利用，
又可以修复生态环境，从而带来巨大的经济效益和社会效益，促进城市的进一步
发展。
我们希望通过对济宁十里营生态湿地公园的规划，可以将具有潜在危险的煤
矿塌陷区建设成具有综合效益的生态湿地公园，将煤矿塌陷造成的潜在湿地资源
塑造成为城市和区域的地域特色。济宁十里营生态湿地公园规划意在合理利用湿
地公园的资源，充分发挥湿地公园的生态、经济、社会效益，为人们提供湿地文
化景观、绿色涵养空间、滨水休闲场所。

ABSTRACT
Varies degrees of surface subsidence as well as water-collecting area, is forming
in Jining, as a result of the unlimited exploitation of coal. The subsidence of
coal-mining makes different threats, against the ecological environment, the land use,
and the habitants’ daily-life. A large number of coal-mining cities are facing the same
problems as Jining when referring to the sinking land about to form or already formed,
such as Tangshan and Xuzhou, including the renovation of ecology, the repair of
environment, the design of landscape, the use of land, the change of industry, and so
on. Carrying actively on the renovation of sinking land could make reutilization of
wasteland, make repair to the environment, and make great benefits social and
financial, promoting further city development.
We hope by planning the Jining Shiliying Ecological Wetland Park, the potential
dangerous sinking land could be turned into an ecological wetland park with
comprehensive benefits, and the potential wetland resource arises from the sinking
could be shaped into a regional feature both in the city and the zone. The planning
aims to transfer this wasteland into a characteristic waterside functional area of city,
an innovative wetland landscape region of culture, and a coterminous green
purification district of ecology.
