摘要
随着我国投资体制改革的深入，政府投资项目的建设管理模式正由“建设、监管、使用”多位一体的模式向“投、建、管、用”职能分离的模式转化。通过推行政府投资项目“代建制”的管理模式，改变长期以来我国各级政府对直接投资的项目管理方式实行“财政投资，政府管理”的单一模式，实现政府投资项目专业化建设管理，并最终达到控制投资、提高投资效益和管理水平的目的。但因法制的不完善、不健全，运作的不规范以及不成熟的市场环境，使代建制项目管理模式在实施过程中存在着许多困难与障碍。
本文首先分析了我国工程项目管理水平现状，结合代建制项目管理模式在我国政府投资工程中的应用情况，从应用模式、特点、作用、市场环境以及代建企业资质、从业人员素质等方面进行研究，归纳了代建制管理模式在政府投资工程应用实践中存在的问题，通过深入分析研究，提出了解决问题的方法与对策。

Abstract
With the deepening of China’s investment system reform, the construction and management model in government-invested project is changing from the integrated ‘Construction-Supervision-Operation’ model to the function-separated ‘Investment-Construction-Management-Operation’ model. Through the implementation of the management model of Construction Agent System in government-invested projects, changing the unique ‘Government Invest and Government Operation’ management model in the directly invested projects by all levels of Chinese government, to reach the professional construction management in government-invested projects, in order to finally achieve the control investment and improve investment efficiency and management level. But there are some difficulties and obstacles in the implementation of Construction Agent System, because that the related law and policy is not mature, the operation is not standard, and imperfect market environment.
In this paper, I firstly analysis the engineering project management status in current China, study the application status of Construction Agent System in Chinese government-invested projects. The study is emphasis on the application model, feature, function, enterprise and staff qualification of Construction Agent. The existed problems in the government-invested projects in which the Construction Agent System is applied, are also collected and analyzed deeply, and propose the countermeasure strategy.
